One reason to refresh your DEV/QA environment form your production box is to make sure you have an up to date snapshot of your live data.

The closer your DEV/QA is to PROD boxes the more accurate you can be with your testing and future development assumptions.

In your scenario: your production box should never be refreshed because it's live data.</description>
